What is the Specified Skilled Worker Program?

What is the Specified Skilled Worker Program?

(1) The program is designed to hire foreign personnel with special expertise, who can immediately start to work for one of the twelve fields in construction industry.
(2) The program aims to address the increasing worrisome of worker shortage, particularly in small and medium-sized enterprises. This was launched on April 1, 2019.

What is the difference between the Technical Intern Training Program and the Specified Skilled Worker Program?

(1) Technical Intern Training program aims to transfer the technical skills to the developing countries through the Technical Intern Training.
(2) On the other hand, the Specified Skilled Worker Program aims to accept the workers who can work now from foreign countries to solve the domestic worker shortage problem.
(3) It means that the sufficient knowledge and skills are required to be the Specified Skilled Workers.

What is the status of residence "Specified Skills (i)"?

(1) The Specified Skills (i) is granted to foreign personal who has sufficient knowledge and experience after completing certain procedures.
(2) A total resident can be up to five years.
(3) Family members are not allowed to accompany the foreigner as a rule.

What is the status of residence "Specified Skills (ii)"?

(1) Foreign personal with some advanced skills can be granted permission to extend their period of residence by following certain procedures. During the expanded residence has no certain restrictions.
(2) Family members (spouse and children only) are allowed to accompany the foreign personal.
(3) In eleven of twelve specific industry fields for the specified skills (i) except nursing care, the status of residence for the specified skills (ii) is accepted to work.

What types of jobs in the construction industry are recognized as specified skills?

Foreigners can be accepted as Specified Skills (i) workers in any construction works.

I already have a Japanese Language Proficiency Test (JLPT) certification of N4. Can I be exempted from the JLPT?

If you have passed the N4 or higher test, you do not need to take the Japanese language test. However, you need to send us a copy of your pass certificate.

If I want to transfer from Technical Intern Training to a Specified Skills Worker, do I have to return to my home country?

You don't need to return to your home country. You can proceed to carry out while residing in Japan.

Is there any age limit to become a Specified Skills Worker?

The minimum age is 18. There is no upper age limit.

Can women take the Specific Skills Evaluation Test?

Women can also take the exam. Many women are also working in the construction industry.

How to Become a Specified Skilled Worker and its Exams

I have not used the technical internship system. How can I become a Specified Skills (i) worker?

If you have not used the Technical Intern Training program, in order to become a Specified Skills (i) worker, you must pass the Level 3 of the National Trade Skill Testing & Certification, or the Specified Skills (i) Evaluation Exam for the construction industry, and also the prescribed Japanese language test.

I am a foreigner who has the Technical Intern Training experience. How can I become a Specified Skills (i) worker?

(1) Foreign national who have completed Technical Intern Training (ii) is exempt from the Specified Skills Evaluation Exam and the Japanese language test. Therefore, you can skip the exam and obtain the Specified Skills (i).
(2) If the Foreigner who has completed Technical Intern Training (iii) provided that he/she has completed Technical Intern Training (ii) in good performance, he/she can become the Specified Skills worker with exempted from the exam.
(3) Foreign construction worker working under the status of "Designated Activities" can switch to "Specified Skills (i)" without taking an examination, since it is a prerequisite that they have completed Technical Intern Training (ii).

What is the "Skills Evaluation Exam"?

The "Skill Evaluation Exam" refers to the "Level 3 of National Trade Skill Testing & Certification" or the "The Specified Skills (i) Evaluation Exam for Construction Industry". JAC conducts "The Specified Skills (i) Evaluation Exam for Construction Industry" which is equivalent to the Level 3 of National Trade Skill Testing & Certification.

What does the Specified Skills (i) Evaluation Exam contain?

(1) The examination consists of a series of Practical skills test and Theoretical test.
(2) The level of the examination is equivalent to Level 3 of National Trade Skill Testing & Certification, and it tests the skills and knowledge that an entry-level technician should normally possess.

What is the "Japanese Language Test"?

It's N4 or above of JFT-Basic (Test for Basic Japanese by the Japan Foundation) or JLPT (Japanese Language Proficiency Test by the Japan Foundation and the Japan Educational Exchanges and Services).

I passed the exam for one category, and then want to work for another category. Do I have to take another exam for a different category?

(1) The scope of work is limited within one of the three categories which you passed the exam.
(2) In order to do another work, you must pass the exam for the category to which the work belongs.

Can I become a Specified Skilled Worker using a construction license obtained overseas?

Those licenses obtained overseas cannot be used. You must pass the Specified Skills (i) Evaluation Exam and the Japanese language test for the specified skilled worker program.

What is the passing score for the Specified Skills (i) Evaluation Exam?

At least, 65% correct response rate is required for each of the Theoretical test and Practical skills test.

How to resolve concerns about work and life in Japan

Do Specified Skilled Worker needs any educational background?

(1) Educational background is not required, but applicants must pass the Japanese Language Test and the skills evaluation exam.
(2) And you must be 18 years old or more.

Is it possible to switch to the permanent resident status from "Specified Skills" status?

The maximum period of residence in Japan with "Specified Skills (i)" status is five years. It is difficult to switch your status of residence to permanent.

I would like to go to Japan with my family. Will my family be allowed to live in Japan with me?

The specified skills worker (i) is not allowed to live with his/her family. But the specified skills (ii) worker is allowed to live with his/her family in Japan.

I heard that wage is higher in Tokyo. Is it true? I would like to go to Tokyo to work.

It is true that wage is higher in urban areas such as Tokyo.
But living costs, such as transportation and rent are also higher in urban areas, and the rest of the wage after subtracting living costs may be higher in rural areas. Please consider these factors as well.

When I work for a construction company, do I need to prepare for living costs such as rent and insurance?

(1) All workers in Japan are required to join the designated by the Japanese government.
(2) There are three types of costs that workers must pay from their own wages: health insurance, employment insurance, and employee pension insurance.
If the worker is 40 years old or older, there is also an additional old-age insurance (long-term care insurance). There are other taxes that you must pay, such as income tax and residential tax.
(3) If you will live in a company dormitory, you will have to pay dormitory fee. The fee depends on the company.

I have no experience working in the construction industry. When I pass the exam and go to work for a construction company for the first time, is there any special training that I need to do?

(1) Anyone can work in the construction industry in Japan if they pass the specified skills evaluation exam for the construction industry and the Japanese language test.
(2) Those who have never worked in the Japanese construction industry must start to learn the safety training videos provided by JAC.
(3) And new employee training is provided before going out to work in the field.

I passed the exam overseas and found a company to work for. If I decide to go to Japan, who will pay for my travel expenses?

If you passed the exam and found a company to work for, the company will usually pay for your airfare and other entry-related expenses. Since it depends on each company's regulations, please contact the company first.

As soon as I pass the Specified Skills (i) Evaluation Exam and the Japanese language test, can I go to Japan?

(1) You must find a company to work for and sign an employment contract.
And then, you must apply for the Certificate of Eligibility. If it's approved, you can work in Japan.
(2) Those who passed the exam and live out of Japan can see the job offering from the smartphone app "JAC Members."

How is your wage structure?

(1) The wage structure for the specified skills workers for the construction industry is based on monthly-pay system.
(2) The company regularly pays wages on a fixed date each month.
